The association has changed its name and a new registration has been effective from 24th August 2015. Now the name of the association is Jalahalli Space Employees residents' Welfare Association (JSERWA). Also new executive committee has been elected. Hence JSERWA moving to a new blog....

Dear Residents,

The mail from Chairperson is timely and necessary compliance is vital for improving the quality of life. I have the following add on for the Chairperson guidance.

Personal Levels:
Activities Which Can Be Prevented By Simple Change of Life Style
•The vehicles are parked in the corridors and this is obstructing free movement of residents.
•Some residents throw wastes from the top waste floors sometimes it falls on the balconies of residents below.
•The lifts are used to spit and some times have seen with dirt and wastes
•The solid wastes are thrown outside the identified enclosures:  Kitchen waste is helping dogs to find food for their survival

Networking That Can Help Every Body
•Individual specific traits that can be help others in such areas such as as spiritual, cultural, artistic and adventure sports etc.  A Data Base at JASRWA Can Help
•Specific suggestions of programs and preferable to volunteer responsibility that can help start a new program.

Family Levels:
•As per the BBMP notification dated 26 July 2013 any wet waste generating housing colony or complexes is a bulk generator. It is illegal to take away the waste from the bulk generator from Housing colony. It has to be properly treated by such efforts such as source segregation, recovery and treatment-composting or biogas. No source segregation is taking place and the Annual Maintenance Contract of taking away the waste is going on. It is an offense both at individual and colony level.
•This time there could be water scarcity in our housing colony during summer as the water storage at KRS has been the lowest in decade so far. At household level for water and energy awareness programs for conservation can be started.

 Colony Levels:
•The routine cleaning activities of the Campus need to be improved. Regular cleaning needs to be supervised.
•The pre Nursery School is in a dehumanizing standard. There are efforts to project this need many times but so far no permanent solution. A team has to take up for immediate action. Efforts are on to rope in Swamy Vivekananda Youth Movement - recently got recognition amongst 300 NGOs in the country working in tribal and rural development including pre and post education for children. We can have networking with them which will help all the pre school activities at Department housing colonies in the country.
•It is believed that parents and senior citizens at the colony who live most of the time at the colony and their needs have to be taken on equal or more priority. A feed back in the data base can be taken.
•The e-mail IDs of all residents and details of the dependents may be taken for better networking, communication and participatory activities at the housing colony.

A letter to residents- from Chairperson, JASRWA

Dear Residents,

We hope every allottee of a residential accommodation in the Colony is well aware that they are residing in a Government quarters and are governed by all the rules  and regulations that are being followed by the Department as per the extant orders from time to time issued by Government. In this connection please note the following:

1) All allottees and their dependents (all residents)  are requested to maintain the dignity and decorum in the colony.
2) As per the instructions of the Patrolling Police, all the residents are advised to keep any one of the identity card (at least a photocopy) like Student card, Aadhaar/Driving licence etc., for the Safety and Security.
3) In case of any doubt, Security at the entrance gate may demand for the identity and the same may please be produced.
4) Almost all the blocks wherever possible, the gates were kept for blocking the dogs. But it is observed that many of the residents are not closing them properly.  Please close the doors immediately once the same is used.
5) All the residents are once again requested to segregate the waste as per the earlier instructions and drop them in the respective bins that are identified.
6) Parents are advised to instruct their children to be careful during playing.
7) Vehicles need to be parked such way that they should not be blocking the way for the other vehicles and as far as possible please park at the place identified.

Note: Any matter for the improvement of the colony and if any resident observe any strangers in colony the matter may immediately be informed to the Security at the Gate. 

If anybody is facing any difficulty due to any reason, the same may be brought to the notice of the JASRWA committee.  The committee will investigate the reasons and based on the findings, the matter will be amicably settled among the residents other wise the same will be refereed to the Estate Manager, for a suitable action.

Hindrance in day to day activities of Ad-hoc committee

All members may note that during GBM meeting on 25th April (during which ex-President, General Secretary, Treasurer and School and Transport Treasurer resigned), ex-EC informed GBM that the cheque signing powers can not be transferred because KYC issue.

It was approved that ex-EC will have the cheque signing authority. During the GBM, it was understood that the cheques need to be signed by two ex-presidents (2012-14 and 2014-15) to make any payment.

However, later the bank clarified that the cheque signing powers can be transferred based on request of JASRWA. This was discussed in ad-hoc committee meeting and appropriate papers were moved for signature of Ex-EC committee members. Unfortunately, one of ex-EC member has objected for this by referring to GBM minutes.

The ex-president for the period 2012-14 is not stopping any cheques, however the other is holding many cheques since 23/07/2015.

The ad-hoc committee wishes to inform all JASRWA members on this development that, we are not responsible for any interruption in services due to non-availability of funds.

Art and Craft exhibition at the Colony

On the occasion of Independence Day Celebrations at the colony, it has been decided to conduct an Art and Craft exhibition at Multi Purpose Hall on 15/08/2015 from 1500 hrs onward. 

The exhibition is open to all the residents of the colony. It has been noticed by the committee that many of the residents have talent and are professionals in the art and craft work. This is an opportunity to show the talents of the homemakers and children of the colony to all the residents.

Clarification on bylaw comparison

The bylaw comparison has been made to show the similarities and improvements in new bylaw over the old. All the members may note that; the old bylaw is not amended. The reason for this is as per section 13 of the Societies Registration Act 1960, every society has to compulsorily file within 14 days of Annual General body meeting , details of Committee members, Balance sheet, income and expenditure and auditors report issued by chartered Accountant details every year.

Since 15 years the association has not submitted any such report to Registrar of Societies, and can't be submitted now, it is wise to go ahead with new registration with a new bylaw.

GBM Timings on 02/08/2015

The GBM will held on 02/08/2015 at 1400 hrs at MPH. However, if there is a lack of quorum, the same will be adjourned and GBM will be conducted at 1600 hrs on 02/08/2015.

1. What type of societies can be registered under Societies Registration Act 1960?
Non Profit organisations such as charity organizations, societies for promotion of education, Science Literature, or social activities and welfare associations, and clubs etc., can be registered under this Act.

2. What are the basic requirements for the registration of a society?
Name, objectives, Registered office, atleast 7 members are required for registering a society.

3. Whether Trusts can be registered under this Act?
No. Trusts cannot be registered under this Act.

4. How many societies / organizations have been registered in the State so far?
Nearly around 2 lakhs different types of societies have been registered in the state of which nearly 40,000 of them in Bangalore Urban District alone.

5. What is the amount of fees for Registration of societies and amendment of rules?
For Registering a new society fee is Rs. 1000/- in Bangalore and Rs. 500/- in other places of the State (50% concession in fees is allowed in respect of women and SC/ST societies). For registration of amendment of rules - fee is Rs 250/-

6. What is the fee for filing Annual returns under this Act?
For every one lakh rupees of income and expenditure of the society or part there of Rs 100/- has to be remitted as fee to the government.

7. Whether the society has to file the documents with the Registrar every year?
Yes. Each year within 14 days of Annual General body meeting , the society has to file with the Registrar, details of Committee members, Balance sheet, income and expenditure and auditors report issued by chartered Accountant.

8. What happens if a society does not file the above details with the registrar?
As per section 13 of the Societies Registration Act 1960, every society has to compulsorily file the above details every year. If it fails to do so, for a consecutive period of 5 years , then the Registrar may after giving an opportunity, cancel the registration of such society.

9. Can the Registrar condone the delay in filing the returns?
If the Registrar is satisfied that the reason for delay in filing annual returns is bonafide, then he may condone the delay and permit the society to file such records with fine of Rs 100/ for each belated year.

10.What is the minimum no. of members required for forming a society under this Act?
Min of 7 members above the age of 18 years.

11. Can a society be registered with undesirable names?
No. No society shall be registered with a name which is identical with, or too nearly resembles or with name which is already registered.

12. If the Registrar refuses to register a society, where one has to go for an appeal?
Karnataka Appellate Tribunal.

13. Can Societies registered under this Act be converted in to Trust?
Societies registered under this Act cannot be converted into a Trust.

14. Whether individual members are entitled to receive any profit of the society?

Basically as these are non-profit social organizations, no individual member is entitled to receive any profit of the society.

It may be noted that new bylaw proposed was circulated to members via e-mail/ blog. The feedbacks received have been discussed in ad-hoc committee and modified suitably. However, some of the points where more clarity is required, the same has been referred to GBM. The points which are referred to GBM only shall be discussed on 02/08/2015.

The school fee structure determinations, formats, do’s and don’ts have been removed from bylaw and segregated into a working procedure.

Ad-hoc committee invites all the members to GBM on 02/08/2015

Agenda for GBM to be held at 02/08/2015

  1. Discussion on issue related to registration: The association was registered during 1999-2000 with registration number 1232/1999-2000. However, there after the association registration has not been renewed by submitting audited accounts to Registrar of Societies for all these 15 years. For JASRWA to continue in the same name, it is required to submit last 15 years yearly audited accounts with approval of respective GBMs. It may be noted that the above documents are not available and cannot be generated. The possible solution is to register association with different name for which draft byelaw and a team who represents the members is required. The suggested new name is ‘Jalahalli Space Employees Residents’ Welfare Association’ which also needs to be discussed and approved by GBM.
  2. Bylaw Approval: A draft byelaw has been generated by Ad-hoc committee, circulated among the members of JASRWA, feedbacks from members on draft bylaw have been addressed but few of the suggestions require GBM discussed before incorporating changes. After approval of draft bylaw by GBM, it will be legally wetted by a lawyer and properly formatted as per the guidelines of Societies Act 1960 before submitting to Registrar.
  3. Discussion on electing executive committee
  4. JASRWA School Fees: JASRWA is running a school in the colony for nursery, lower kindergarten and upper kindergarten. In order to cater to the honorarium of the teachers and aayaas and other miscellaneous expenditures, a fee structure has been brought out. New fee structure will be submitted to GBM for discussion and approval.
  5. Upgradation of the school facility: The JASRWA School is running in 1C block. Many incidents of vomiting by pre-KG children is reported due to suffocation because of limited space. It has been decided to shift pre-KG class to JASRWA office on temporary basis until new school is created. Department has been approached for creation of nursery school in the colony for their overall development of our children. Further course of action have to be discussed in GBM.
  6. Discussion on Financial Transactions of ex-EC: Estate Manager has communicated on 28/05/2015. Quote “Off late we have been receiving a lot of complaints regarding Financial Mismanagement by the previous JASRWA committee members. Though the JASRWA records/ Documents have been officially handed over by them to the Ad-Hoc committee members, the discrepancies in the JASRWA financial statements and records needs to be rectified and set right. In the view of repeated complaints received by the Estate Management office, ISRO HQ regarding the various expenditure incurred during the tenure of the previous JASRWA committee, may be thoroughly reviewed, so as to facilitate future JASRWA committee to have transparent and accurate booking of expenditures. In this regard the Ad-hoc committee may kindly review the JASRWA financial statements/records and submit a report to the Estate Management Office, ISRO HQ at the earliest” unquote. However, ad-hoc committee has decided to put a report in front of the GBM for discussion for further course of action.
  7. Discussion on continuation of ad-hoc committee tenure till next EC: As per last GBM resolution, ad-hoc committee was given a time period of three months. Extension of the need to be approved for smooth functioning of day to day activities of JASRWA.

GBM rescheduled on 02/08/2015

In view of the PTA meeting at KVs, the GBM is rescheduled on 02/08/2015 (Sunday) instead of 01/08/2015 (Saturday)

Why new bylaw, when there is an old bylaw? Why new registration?

The association was registered during 1999-2000 with registration number 1232/1999-2000. One of the ad-hoc committee member has approached the Registrar of Societies and obtained the details on JASRWA registration. The office of Registrar of Societies intimated that the association has not been renewed since 15 years and to regularize the registration JASRWA has to submit yearly audited reports for 15 years to Registrar of Societies with necessary penalty fees. It may be noted that audited reports, as per guidelines of Registrar of Societies is not available with JASRWA.

The matter came for discussion in the ad-hoc committee meeting. Another option for continuing the activities of association is change the name of the association and go ahead with new registration along with new bylaw.  The committee decided to go ahead with second option i.e., bring out a new bylaw and register the association with a new name.

Hence a new bylaw has been drafted in line with old bylaw, with improvements, instead of amending the old bylaw. The association will be registered with a new name. A new “Jalahalli Space Employees Residents’ Welfare Association” has been proposed in place of “Jalahalli Space Residents’ Welfare Association”.

Highlights of new Bylaw
The new bylaw has been made members friendly rather than executive committee friendly, because the association is in existence because of the members and the monthly subscription provided by them. If any EC member/ office bearer does any mistake then members have been given a lot of rights to question that.


  1. The new by law is in line with old bylaw and the similar structure has been retained
  2. Many rights have been provided to members, which was missing in the old bylaw; for example right receive copy of bylaw, right to expenditure incurred, right to initiate agenda for  meetings, right to book multipurpose hall
  3. Posts which does not have functionality have been removed
  4. Sub-committees have been made for School and security (on annual basis) with inclusion of non member (spouse of member)
  5. Guidelines have been put for security and school management
  6. Detailed guidelines have been written for transport subcommittee
  7. Income and expenditure guidelines were strengthened, brought out transparency clauses in all financial transaction
  8. Cultural functions: Only national and state festivals will be arranged by the association. All residents/ group of people may celebrate religious/ community functions for which MPH will be made available on request.
  9. Detailed guidelines have been put for MPH utilization
  10. To bring transparency and accountability a detailed purchase procedures have been brought out.
  11. Do’s and Don’ts will give many inputs to residents
  12. Many formats have been added in the annexure

Feedback on Bylaw- last date 27/07/2015

All members who have gone through or in the process of going through the bylaw are requested to post their feedback on or before 27/07/2015. The feedback shall included identity of the person (members). Anonymous feedback will not be entertained.

Members may post their comments/ advice here or e-mail to jasrwa.residents@gmail.com. If there are any shortcomings, please bring it out, ad-hoc committee will suitably modify the bylaw. We request the members to provide reference to Chapter and page number, while providing feedback, rather than simply summarizing.

Hope we will improve our system.

Highlights of Meeting No-10

The ad-hoc committee conducted a meeting on 21/07/2015. The highlights of the meeting are...

  1. The feedback received from residents considered and necessary corrections made in the bylaw. The committee thanks the members.
  2. An anonymous feedback has to be forwarded to EM for information.
  3. GBM will be conducted on 01/08/2015.
  4. GBM agenda will be prepared and circulated to members.
  5. A report on Ex-EC financial transactions will be prepared and put before GBM and the same will be submitted to EM along with GBM outcome.
  6. All the bills from ex-EC will be made available to the members via blog/ e-mail.
  7. The pre-school facility in the colony need to be improved and will be pursued with the Department. The issue will be taken up in GBM on priority

Highlights of Meeting No-09

Highlights of Meeting No -09 held on 01/07/2015

  • It was decided to circulate bylaw draft within the members and get the feedback
  • Two possibilities of registration discussed: 1] obtain all previous data from 1999-2000 and go with renewal and 2] new registration with new bylaw. After discussion it was concluded that 2nd option is feasible.
  • Yoga program will be started only after the approval from the sub-committee
  • It was decided that JASRWA will take the responsibility of MPH cleaning before and after the functions and an amount of Rs 1000/- will be paid for the same.
  • It is approved to conduct meditation class free of cost on every Saturday between 8AM to 9AM.

Feedback on bylaw draft- very important...

Dear Residents,

We have posted the bylaw draft copy on the blog and also e-mailed the pdf version to members. However there are only few response. We understand that all are occupied with their work at office and home, however to improve the system it is necessary to participate in the residential welfare activity. Kindly spare your precious time for the association formation.

As you are all aware, the association was registered in 1999-2000. However, it was not even renewed once after registration. When contacted Registrar of societies act, the following was intimated.
1. We have to produce audited accounts of all the 15 years before getting renewal.
2. New registration with new bylaw.

The ad-hoc committee in its recent meeting decided to go ahead with 2nd option. Hence, we have to go ahead with new bylaw and get the approval of GBM. This is like a new association formation. Therefore all the members need to provide valuable feedback.

Public Address System at MPH repaired

The public addressing system at MPH was unused since many years. The team of JASRWA members, who were actively participated in conducting yoga day celebration, has rectified the problem in the sound system and mixer. The system is very much working and functioning well. It may be noted that previously many a times similar system was brought for functions on rental basic. 

Thanks to JASRWA members who rectified the problem....

Dance Class at MPH

Dance classes will be conducted at MPH from July 1st inwards for colony children. The dance trainer will be available from 6 pm to 7 pm on first three days of every week.

Highlights of Meeting No 07


  1. The School fee structure has been calculated in scientific way and the ad-hoc committee accepted the same and new fee structure will be ratified in GBM and will be applicable only after GBM, till then present fee  structure will continue
  2. It is decided to generate a proposal for new building of school and the same shall be submitted to EM
  3. The feedback on bylaw by members of the committee reviewed and discussed
  4. The dance class proposed by an organization has been accepted.

Yoga Day Celebrations


Yoga is an art and science for healthy living. The word "Yoga" is derived from the Sanskrit root yuj meaning "to join", "to yoke" or "to unite".


On December 11, 2014, UNGA approved a resolution to establish 21 June as "International Day of Yoga". In its st resolution, the UNGA recognised that Yoga provides a holistic approach to health and well-being and wider dissemination of information about the benefits of practicing Yoga for the health of the world population.

In view of this a team of JASRWA members has come forward to make necessary arrangements to celebrate International Yoga Day at Multi Purpose Hall.

Multipurpose Hall Booking

27/06/2015 and 28/06/2015 (7 pm to 8 pm); 29/06/2015 (8 am to 9 am)
The multipurpose hall has been booked for Meditation classes

Bill settlement for JASRWA Transport

The ad-hoc committee has initiated bill settlement for JASRWA transport via electronic mode. The service providers are accepting the payments via RTGS transactions. This initiative will save time and money for the association (because earlier payments were made via demand draft and that need to be submitted at the service providers office).This has been implemented for the bills of May 2015. The involvement of Transport team members is highly appreciated in executing the mode of transaction.

Agenda of the Meeting

  1. To set a deadline for bylaw circulation within the ad-hoc committee and with association members.
  2. Bill settlement- Transport and Security.
  3. To obtain MPHall expenditure status from Previous EC President (since 27/04/2015)
  4. Appointing a House Keeping Person for MPHall Maintenance, since there is a new PVC flooring in the MPH.
  5. Two requests for MPH utilization received-decision on this to be communicated to users
  6. Any other matter with the approval of Chair-person.

Meeting with JASRWA School Teachers -Highlights

We had a discussion with Teacher's on 03/06/2015. The highlights of the meeting...

  1. No Aaya's available in the school. Need to be arranged urgently.
  2. School Kit for LKG and UKG: List of books, activity materials, etc., are to be finalized. For this, teachers will prepare curriculum calendar which will help in finalizing the total requirements. We have intimated school teacher's to finalize the curriculum calendar, books, etc by Saturday.
  3. Procurement of items as per Sl. No. 2 for this, a team need to be made.
  4. Cleaning of school is to be completed by 6th / 7th June
  5. Distribution of chocolates to kids on first day of school
  6. A meeting is planned between teacher's and ad-hoc members on 6th June, Saturday at 1630 Hr.

School re-opening- Meeting

An ad-hoc committee meeting was conducted on 27/05/2015 to discuss the action plan for re-opening the JASRWA School.

Highlights of the meeting
  • It is communicated to Teachers of the school to come up with a report for the curriculum activity.
  • The fee structure will be remaining same till the GBM approves new fee structure
  • A list of students who have been admitted will be displayed on 01/06/2016 at Notice Boards.

Meeting with Estate Manager (EM)-Highlights

  • Ad-hoc committee members provided the feedback on the services of existing shop.

  • Based on the above feedback and discussion, it was decided that JASRWA will provide the list essential items that are required to be replenished regularly. EM will inform and insist the shopkeeper to have all the necessary essential provisional items at the shop throughout the day and the shopkeeper has to provide proper service to the residents of the colony.

  • JASRWA will provide feedback on the services provided by the Shop keeper as and when requested by EM.

  • The EM has proposed the JASRWA ad-hoc committee to have vigilance towards the compliance of the T&C mentioned in the rental agreement.
  • EM has informed that an action will taken to tender for all shops including vacant and occupied at the earliest. Till then alternative augmentation of basic essential, Vendors may be given permission by EM based on the recommendation from JASRWA.

  • Until the alternate vendors are identified, EM has proposed for quarterly renewal of the contract for the Shop based on the feedback by JASRWA on the service quality. This was agreed by JASRWA members.

Meeting with Estate Management

A Meeting is scheduled on 27/05/2015 at 1430 hr with Estate Management to discuss the issues pertaining to the grocery shop at our housing colony.

Essential Commodity Shops at the Colony

Only one shop is  running at shopping complex of colony which meets partial requirements of daily needs. For many other essential needs like milk and milk products, fruits, vegetable, saloon, etc, residents have to travel at least a distance of 2 km. 

The ad-hoc committee has communicated recently to Estate Manager to initiate tendering process to identify potential vendors, in order to rent out the shops (three numbers) for essential commodity vendors like milk, fruits and vegitable etc. It is suggested to approach the shops that are operated by co-operative societies for example KMF, Hapcoms etc.

An appeal to residents

All of you are aware that a new ad-hoc committee has been formed on 25th April 2015 to look after the JASRWA activities and this team has received documents from previous team on May 7th, 2015.

The new team is busy in bringing out a system which will be transparent, resident friendly.The ad-hoc committee is striving hard to set up guidelines, formats for various transactions like multipurpose hall booking, cash-in-hand accounts etc.

The ad-hoc committee would like to be in touch with residents, hence request the residents to send their e-mail ID (other than office e-mail) along with their staff code. We will communicate circulars, notices and other necessary information via e-mail. This will help to save the paper and intern our environment.

The blog page views crossed 1000 within 20 days (excluding admin activity). This is good count. However, we are anticipating more residents to give their advice/ suggestion/ comments.

A stall from BSNL at our colony


Fiber based services from BSNL

BSNL personnel will be visiting our colony today (18/05/2015) to introduce a new fiber based telephone/broadband plans. A stall will be there near the main gate from 1700 hr to 2000 hr. 

The team from BSNL will include: AGM (NW0-SNR), SDE-Jalahalli, JTO-Jalahalli, TTA-Jalahalli, TM, Jalahalli.

The interested residents may visit the stall and obtain necessary information from the BSNL personnel regarding fiber based services from BSNL.

Multipurose Hall Booking-Forms

In the process of streamlining the JASRWA activities, a systematic documentation is in progress. Hence onward all the MPH bookings will be done only after receiving the form duly filled. The committee will intimate the user about the availability of the MPH, based which the user need to provide a cheque/DD drawn in favour of JASRWA

Winner of Badminton Championship

All India Housing Society Badminton Championship-Bengaluru

Shri G. S. Sandeep Gowda, Son of Shri Shivappa Gowda, resident of our colony has won a Badminton Championship under 17 age group. The championship was conducted on 10/05/2015 at Gopalan Sports Complex, Bengaluru.

Multi Purpose Hall (MPH) Booking

The process of streamlining the multi purpose hall booking is in progress. A detailed guidelines will be communicated to the residents. A format for hall booking will be made available to the residents.

The booking charges will be accepted only through Cheque/ Demand Draft drawn in the name of JASRWA.

Street Dog Menace at the colony


In the recent past incidences of dog biting and dogs chasing the kids at the colony has been noticed. In this regard our team has already contacted BBMP officials to catch the street dogs at our colony. They have agreed to come to the colony to manage the dog menace.

It was noticed that during dog catching some of the dogs will go and hide near the bushes and grass grown in the vacant open areas. It is therefore requested to arrange for cleaning up the area up to the ground mud level so that it is easy for BBMP officials to catch the dogs.

1st Meeting-Highlights

  • A Chairperson and a Member Secretary have been selected for the functioning of the Ad-hoc committee.
  • Various sub-committees have been formed with a leading person/convener to bring out a document in order to amend the by-laws and improve the system
  • Each sub-committee will bring out a report/ document.
  • The report/document shall include all necessary inputs collected from residents for the betterment of the colony.
  • The Sub-Committee for Financial matters will bring out a detailed report. The same will be presented to the residents of the colony and will be submitted to Welfare Officer.

A meeting of the ad-hoc committee will be conducted on 29/04/2015 at 1900 hour at JASRWA office. All the conveners may come with necessary inputs. It may be noted that previous executive committee president, treasurer and general secretary are being invited to hand over all the documents.
